Flow is a game about city management and water distribution. Based off of California’s own water laws and regulations, Flow takes place in a small kingdom where water is scarce. Players take on one of four roles; Senior Mayor, Riparian Mayor, Junior Mayor, and King. The mayors compete for resources, attempt to reach public and private goals, and earn money without allowing their townspeople to starve. The king is responsible for managing and distributing water to all the mayors – however, must obey the rules of water rights legacy, which favor Senior and Riparian mayors. While the Junior mayor must pay for water, the Senior and Riparian mayors have the right to use as much water as they need to run their cities, free of charge. Given different amount of resources as well as different land conditions from his competitors, can the junior mayor survive?
